He started out as Wonton Willy in a complex scheme to sell fake wontons for an overpriced...uh price. But after being foiled by the Ultrakids, he took on another guise as Doctor Hong. He then started Superkids Incorporated, a business that sells memberships and weapons to kids so they could pretend to be superheros.  Next, he tried to buy the Ultrakids from Over-the-Hill-Good-Guy, but the Ultrakids mentor refused.  That meant it was time for him to switch to plan B. You see, Superkids was his master plan to take revenge on the Ultrakids and to make lotsa money in the process.
He hired some muggers to shoot Over-the-Hill-Good-Guy with a tranquilizer gun, then bribed the funeral home to let him have the body and bury an empty coffin to fool the Ultrakids. But when the muggers failed to capture the rest of the Ultrakids as he commanded, he poisoned OTHGG and used the antidote as a bargaining tool. Then he sent the rest of the muggers to attack the Ultrakids HQ. But Laserboy semi-defeated him in a laser-sword fight (with help from Heather), and his henchmen were no match for the Ultrakids defense.
After serving two years in the community jail, he disappeared. His current location is unknown.
